Tips for this size

State portals are not consistent about the exact number. MahaDBT, for example, gives more than one figure in its own FAQ, so staying under 200 KB is the safe choice there too.
Compress each certificate separately rather than merging them first. Merged, they share one 200 KB budget; separately, each gets its own.
If the preview looks grey and faint, turn grayscale off and try again. Some scanner apps already produce light grey text, and grayscale plus low quality can wash it out.
Type 195 into the KB box if the portal rejects a file that shows exactly 200 KB. The upload check may count 1 KB as 1,000 bytes.
