Tips for this size

Turn on grayscale for any certificate printed in black. At 100 KB the colour data is usually the difference between fitting and not fitting.
Remove blank pages and instruction pages before you compress. Every extra page takes a share of the same 100 KB.
If the result is blurred, start again from a better scan rather than compressing the compressed file. A straight, well-lit scan compresses much further.
Check the certificate number, your name and the seal after compressing. A document that is unreadable at verification counts as not submitted.
