Tips for this size

If a certificate has a front and a back, put both into one PDF here instead of uploading two photos. The portal slot usually takes one file per document.
Aim for 190 KB rather than 200. The notice does not say whether a KB is 1,000 or 1,024 bytes, so leave a few kilobytes of margin.
A phone photo taken at an angle wastes bytes on the table around the page. Straighten it in the Document Scanner first and the text gets more of the 200 KB.
Keep each certificate in its own PDF unless the portal asks for them merged. A single 200 KB file split across six certificates leaves too little for any of them to stay readable.
